Credit Card Verified Yet Unable To Purchase Apps

I verified my credit card, and it even states this in the billing & payments tab, yet I am unable to download any paid applications to my computer or device. It always displays the "How To Buy" button. Any help is very appreciated.

Paid applications can only be downloaded using SlideME's SAM on your Android device. If you don't have it already, you can download the latest version from http://slideme.org/sam.apk
