app install fail

Unable to download/install any app at all...free, pay...doesn't matter I get the same error message for all of them

"You will not be billed for this transaction. Application install failed, was cancelled or was already installed"

Can someone please tell me how to fix this?

this error:

I have the same problem :( I hope we find a solution soon!
